Everyone who lives in a Norwegian municipality has the right to a permanent doctor to whom they can go. This is called the GP scheme. Residents who are registered in the population register as residents of a Norwegian municipality are considered. The GP is responsible for the assessment, diagnosis and treatment of his or her list patients. The GP also prescribes medication and sick leave. The health personnel are responsible for obtaining an interpreter if necessary.
Working immigrants who are not registered as resident in a Norwegian municipality are not entitled to a GP. But everyone who needs immediate health care (when life or health is in danger) gets this regardless of whether they are registered in Norway.
